I wondered if ESTL had sponsored them so I called their city hall. I spoke with the City Manager who told me that he'd only recently became aware of them, that they hadn't applied for a permit, and that legislation needed to be passed prior to building.

He wondered if there were occupied and I mention the mowed lot, the trash dumpster, curtains in the windows, and fencing.
He wanted to understand my interest and I told him I was volunteering with displaced folks in NSTL. That lead to a conversation about the tornado devastation management and that he thought STL was doing an 'terrible job'. I agreed.
I'm worried these these homes are now at risk for being removed.
